Sh. A.S. Chatha joined the I.A.S cadre of Punjab in 1963 and served his duty with distinction till his retirement in the year 1995. He made a noteworthy contribution in the following assignments: 1) As the MD of Punjab State Industrial Development Corporation from 1972-1977 and subsequently as the Secretary of Dept. of Industries. He planned and implemented a number of large and medium enterprises to strengthen the Industrial sector which was dominated by cottage and small scale Industries, and to heighten the necessity and urgency for technology and managerial up-gradation with a view to improve productivity, cost and quality competitiveness. 2) As the Home Secretary from 1990-1992 and as the Chief Secretary from 1992-1995 with Late S. Beant Singh, the then Chief Minister. Along with this, he led the state administration successfully to achieve the objectives like; Restoration of Law & Order, Restoration of democratic structure by holding elections for rural and urban local bodies, Restoration of fiscal health of the state by mobilizing tax and non-tax revenue, particularly by introducing user charges across the board, and Restoration of fiscal health of the state by mobilizing tax and non-tax revenue. After his retirement, he worked as the Chairman of the Third Finance Commission in the Captain Amrinder Singh's govt. and also worked as the member of his advisory committee for Industrial Development.
